'No winner' in Norisring F3 race one

Those F3 Euroseries results in full. Kind of.
The updated Formula 3 results from last weekend's meeting at the Norisring now show that the first race had no winner.
Daniel Juncadella completed the race in first place but was excluded for
Pastor Maldonarsehole
-esque collisions with Pascal Wehrlein and Raffaele Marciello, and it had been expected that his exclusion would simply move all the other drivers up one place in the classification.
However, the revised results show everyone in the same positions, with just a blank space at the top. Second-placed William Buller, who stood to inherit the win, remains second in the results, having finished just under two seconds behind erm..., no one.
Officials explained the decision by pointing out that the exclusion was for a driving infringement rather than a technical illegality and also noted a precedent at the 1983 Brazilian Grand Prix, when no one was awarded second place, following Keke Rosberg's exclusion for the obvious driving infringement of being push-started in the pits.
The race director has yet to explain (1) why the 2012 F3 Euroseries is suddenly being run to 1983 F1 regulations, and (b) exactly what he's got against William Buller.
